The Downtown Master Plan
The Business Investment and Development Plan (BID Plan) serves as Downtown Jacksonville’s master plan, establishing the long-term vision, priorities, and implementation framework for redevelopment. Comprised of the Community Redevelopment Area (CRA) Plan and the Business Investment and Development Strategy (BID Strategy), it guides public investment, shapes private development, and outlines the tools and incentives that support Downtown’s growth.
Adopted by City Council on June 28, 2022 via Ordinance 2022-0372, the BID Plan is required by ordinance code to be updated every five (5) years, with the next update scheduled for 2027. The current plan reflects market conditions, incorporates recent plans and major projects, and streamlines implementation to respond to Downtown’s evolving needs.

Plan Components
Community Redevelopment Area (CRA) Plan
Required by state statute, the CRA Plan explains why the DIA exists, what rules the DIA operates under, and what the DIA wants to accomplish. It establishes the foundation for redevelopment – defining the purpose, goals, and framework that guide all Downtown initiatives and inform the BID Strategy.
Business Investment and Development Strategy (BID Strategy)
The BID Strategy outlines how Tax Increment Financing (TIF) funds can be used, including investment priorities, incentive program criteria, and implementation benchmarks. It also includes flexible phasing guidance to adapt to market conditions and development activity over time.
