QUESTIONS
Questions received regarding the 330 E. Bay Street Notice of Disposition will be posted here to ensure all prospective respondents have equal access to clarifying information.
Question #1
Q: Would a developer be able to submit a proposal for the entire ±2.6-acre block (the “Parent Parcel”), or are submissions limited to the ±0.8-acre Disposition Parcel?
A:Per Section 10 (Project Concept and Vision) of the Detailed Proposal Submission Requirements, available as item I(b) of the Notice of Disposition Materials available on the DIA Website: “Respondents shall provide a narrative describing their understanding of the DIA’s goals and objectives for the site, the proposed development vision, and alignment with the Massing Study, Downtown Design Guidelines and the public and private form regulations within Chapter 656, Part 3, Subpart H of the Jacksonville Code of Ordinances.”
Furthermore, per the third bullet point of Section 3 (Site Design & Massing Study Compliance) of the Summary Evaluation and Scoring Criteria, available as item I(c) of the aforementioned Notice of Disposition Materials: “Compliance with Development Envelope – Consistency with the DIA-led massing study, including building envelopes, parcel limits, and development parameters.” In addition, per the 6th bullet of the same Section 3: “Compatibility with Future Phases – Ability of the proposed development to function independently while remaining compatible with anticipated future phases of site redevelopment.”
